Revel is a militaristic theocracy run by the main churches of Bahamut and Kord. The city trades heavily with the rest of Obsidia, including Sapphira, but doesn’t maintain great relations with the other cities, mostly because Revel is extremely fond of military action. Revel is near Aldshen Temple, which is a long-standing shrine to the spirit of battle. Many pilgrims who follow the gods of battle make pilgrimages to the shrine, and it’s expected that any strong warrior should pray at the altar before large battles for divine favor. The mountain near the temple is also a proving ground for warriors to test their strength and endurance. The city is run fairly smoothly with little crime, but worshipers of “lesser” deities are only allowed to practice their religion outside the city in their individual churches. Revel considers Sapphira to be a godless abomination. While they have no problem using steampunk weapons, they distrust the use of technology in everyday life, so the actual city is fairly steampunk-free. There are some arms dealers that trade in Sapphiran weapons, but they don’t operate publicly, though it’s easy enough to find someone that sells ammunition or provides steampunk repairs. The Revellian Navy has a large contingent of heavily armed ships and would generally love to attack Sapphira if given the opportunity, but Sapphiran freighters have a clear advantage in naval battles, and would need to be taken care of before an assault could take place.
